VA pension denied

Question:

My parents were just denied VA pension although my father served 1959 - 1961,  he never left the country. They are both in assisted living and we were told the VA would help compensate for the costs but I'm not sure what to do if he's been denied benefits? Are there benefits I didn't apply for or that I applied wrong? We really need financial help to keep them in the assisted living facility.
