Yes, of course you may refuse any medical care or test that VA offers you. I'm not sure why you object to a drug screening if you aren't taking any drugs? The drug screen has become a fairly common tool for doctors and other providers to use when looking for illness. Drug abuse is an illness as surely as diabetes is so lab tests on blood and urine are necessary to determine the overall health status of the patient. Just because you say you are drug free doesn't mean you are. The number of people who object to the medical drug screen (as opposed to an employment screen, etc.) because they have nothing to hide usually have something to hide. The doctor won't ask you if you have a blood disorder that may need treatment, he or she will order a routine lab test. That holds true of screening for drugs. If you don't want a drug screen, refuse it. That's your right. But don't be surprised if your doctor cuts off much or all of your care since you're declining his treatment plan. Good luck.
